As was described to me when that exact video was sent to me a few years ago, it is actually “Arc Quenching Bottles Fail on a 500 Kilo-Volt Circuit Disconnect Switch” – see question C-6 in my Chistmas Lights FAQ at http://www.komar.org//xmas/faq/
Unknown if that is what happens when my 26,000 christmas lights go on and off rapidly … 😉
